The new universities generally sprang from the old polytechnics. The polytechnic mission was to take higher education to the broader mass of people, either because there was a need for highly educated people in the professions – such as engineering – or from a more ideological position of believing that the education system actually disadvantaged many people who had the ability to benefit from higher education but were not enabled to do so. In 1992 the government opened the university charter such that the old polytechnics could apply for university status.
