Because their job and work conditions are similar to those of other Washington bureaucrats, their pensions and compensation structure are the same as those in the Civil Service in other agencies. They tend to stay in the same job, and their promotion largely depends on higher-level positions opening up and their moving into them. The remaining 14,000 State Department employees are in the Foreign Service and therefore are considered available for assignment anywhere in the world that the United States has a diplomatic presence.

They usually spend the bulk of their careers abroad, although they periodically return to Washington for assignments in the State Department and for training. The 14,000 Foreign Service employees are either generalists (about 8,000) or specialists (about 6,000). The specialists are communications technicians, information systems managers, secretaries, security officers, and others whose work is largely technical. The First Steps for Career Diplomats The 8,000 generalists are also referred to as Foreign Service Officers (FSOs).

That same year, ambassadors were appointed to Germany and Italy, because all four countries had already elevated their representatives in Washington to the rank of ambassador. 25 Although the rank was finally established, an ambassador was not placed in charge of every American diplomatic mission.
